You can open Action window by clicking "Window -> Action". once the action tab appears, on the bottom of it there are a line of buttons.

click this button to start creating your action. then you can do any image editing operations.

once you finish your operations, click this button to save and finish your action.

if you want to use this action on the other images, just open another image and select the action you just created. then click this button to play the action on this image.
